I think I won't take the risk to keep those evil people alive because they can be powerful with time and I can't afford it. I will play the dictatorship role for those evil people. Killing them is the safe option and fear is the thing that can help to dominate them.

Yeah... I get your point, they go to prison, they'll just get back into crime fighting.
