At the beginning of the movie, little Wonka arrives in the biggest city of chocolate with his dream of opening a magical chocolate factory and starts dancing with joy at the thought of setting up a huge factory for himself in the middle of the city. As a result, the city police stopped her from dancing and fined her to show how difficult it would be for her to survive in this city. Also, when his last coin goes down the drain, he sits on a bench in the city and eats his own hot chocolate, hoping to fulfill his dream with a smile on his face.

It can be seen that an unknown person named Bleacher told Mrs. Wonka about a low-rent hotel. Taken to Scrubitt's hotel and signing a huge contract, Wonka rents a room to stay. The next day, when Wonka is selling his special magical chocolates in the city, the police take all the money by fining him, causing Mrs. Scrubitt becomes a slave after being trapped.

While little Wonka tries to open his chocolate factory, Mrs. Scrubitt enslaves Wonka through his scheming. It can be seen that Wonka is trying to build a chocolate factory for himself by secretly trading chocolate with the help of others by befriending Noodle. It turns out that the owners of the town's successful chocolate factory stop selling Wonka's chocolates through the police and force Wonka out of town in exchange for a large sum of money. Also tries to kill Wonka by bombing the boat. However, as luck would have it, Wonka survives and cleverly turns the chocolate factory owners over to the police after realizing the conspiracy.
